Conqueror’s Haki is famous for being the rarest type of Haki. While the other two types can be gained through training and willpower, the same cannot be said about Conqueror’s Haki. Only one in a million people are born with this ability.

One Piece theory suggests that Conqueror’s Haki could be acquired just like the others, but to gain it, one must lose the fear of death. Blackbeard, being a coward, might not be able to access it. It makes little sense that two Hakis could be unlocked, but another one is only randomly distributed by birth.

Sanji Might Activate Conqueror’s Haki

Zoro was not able to activate Conqueror’s Haki till his battle with Kaidou. During the battle, he was exhausted, pushed near death, and was still recovering from the previous fights. Yet, with everything he had left, Zoro attacked Kaidou with Ashura Bakkei: Moja no Tawamure.

Kaidou was shocked to notice that Zoro had unknowingly infused Haoshoku Haki when he struck the Emperor. As usual, Zoro was disappointed for not finishing the task, but Kaidou commended him for being able to scar him. Kaidou defeated Zoro soon after, but the discovery was already done. After the battle, Zoro slowly sharpened his new weapon for further use. A similar experience is likely to trigger the ability in another person.

If the previous theory is to be followed, it would mean that Sanji just hasn’t reached a stage where he is no longer afraid of death. Maybe in a future battle, he will have a near-death experience just like Zoro. Thus, it would enable him to activate Conqueror’s Haki.
